Fuel Management System (FMS) June Workshop
On 13-14 June, multi-agency representatives from across the state gathered together in Healesville for a two-day workshop to discuss ideas and help re-validate requirements for a fuel management system. The workshop was brought together by DELWP's Fuel Management Coordination Unit (FMCU) and Technology Solutions Unit (TSU).

We engaged practitioners from DELWP, CFA, Parks Victoria, Melbourne Water and VicForests to guide the development of a new system which now forms a part of the Safer Together program. One key theme being for land and fire agencies to work together to plan and deliver bushfire management activities across public and private land.
Participants in the workshop were keen for the new system to build on previous good work in Burns and Works and the CRM-based Fuel Management System. Discussions identified the benefits of a multi-agency platform, early involvement of end users, a common understanding, and direction forward for development.
A key focus was on the agile development of a system which requires scalability, adaptability with business needs and practices, risk management, and the support of program delivery across different agencies.
This opportunity to bring staff together from across the state was extremely valuable, allowing for constructive discussion, and drawing on collective experiences. It has set the FMS team up for a collaborative approach moving forward.
Upgrades to eMap Fuel Management and Bushfire Sites
As of the 2nd of July 2018, the eMap team have deployed some significant changes which are described in detail below. These changes are primarily so you can use eMap in any modern web browser.

Release of eMap Fuel Management HTML5 site
The eMap Fuel Management site has been completely rebuilt, and is being re-released as a HTML5 site. This means that the new site will be available from all modern web browsers (Internet Explorer, Google Chrome, Mozilla Firefox). The new site will be accessible from the eMap launch page.
The existing eMap Fuel Management site (which currently uses Silverlight and is only accessible in Internet Explorer) will be maintained until Friday 10 August 2018, at which point it will be retired. The look and the feel of the new HTML5 is similar to other eMap HTML5 sites (Bushfire and Forest Fire Management Viewer). Key changes you will notice are new editing tools and workflows, migration of some less commonly used map layers from 'Map Layers' to 'Layer Catalogue', and some changes to how search results are accessed and displayed.
Change of Fireweb role requirement to access eMap Fuel Management
As of Monday 2 July, staff will need to be assigned the eMap:Fuel Management (eMap:FM) login role in order to access the eMap Fuel Management site. If you require the eMap: Fuel Management login role, please go to FireWeb | Mapping | General tab - under Fuel Management. there are further instructions on how to request and gain approval for this login role.
Retirement of eMap Bushfire Silverlight site
The eMap Bushfire HTML5 site was released in late 2017, and was used extensively throughout the 2017-2018 fire season. This site was offered alongside the legacy eMap Bushfire (Silverlight) site. The time has now come to retire the legacy Silverlight site, which was decommissioned on Friday 29 June 2018.

Resource Management Systems - DRaC
- The Rostering platform optimisation has occurred, which will positively impact users especially regional users on slower networks
- Development has been reworked to speed up load times when changes are made
- Bug Fixes deployed to resolve regions not appearing on rosters and issue of Team Names duplicating when an additional role is added to the Team
eMap
- eMap Fuel Management now has new editing tools
- eMap Fuel Management: some less commonly used map layers from 'Map Layers' have been migrated to 'Layer Catalogue'
- eMap Fuel Management now requires approval please see the Fireweb | Mapping | General tab
FireWeb
- Created APIs that the Alice Gower-led ForeSight (weather visualisation tool) can draw upon for pulling weather data.
- Created a Web Service, necessary to cope with importing DELWP HR data from the new Success Factors system, in place of the old/existing BMS system. This will ensure business continuity re. TSU systems being able to continue providing accurate copies of selected DELWP Employee data.
- FERN: Minor changes to the security with which FERN (Fire Emergency Role Nomination) data can be added/edited.
- Burns & Works: a long list of changes have been made to the Burns & Works module, predominantly:
(a) addition of multiple new fields required for the CFA to record priority burns in our system
(b) creation of new FireWeb Role to permit that data entry and assigning of that role to selected CFA users. - Updating of Reports to ensure 18/19 variants exist (underway and on-going work)
Fireweb Refresh
- FFM Regions | District home pages now clearly indicate which widgets are "locked" from editing (controlled by a higher login role, to ensure continuity of widgets across pages)
- The Safety & Wellbeing module now reflects real content (as per Fireweb production)
- Tabs now presented as menu sub-choices, for ease of viewing on mobile platforms (Smart Phone /tablet)

FireWeb
- Focus for Sprint 27 (9 July - 27 July) is on ensuring Business As Usual continuity for the coming fire season, and centres around:
- Improving FireWeb's performance - e.g. increasing speed of searches, for eg. medical record list and Contacts page
- Handling the changed feeds of Project Firefighter applications' data - for GFF and Rappel/Hover Exit positions - so they appear correctly in FireWeb and related apps.
- Completing work to import DELWP HR data from the new Success Factors system.
- Continuing work to provide feeds of weather data to the Predictive Services team, allowing ongoing development of the ForeSight application.

Our vision is to create innovative technology solutions that deliver business value and enable a mobile workforce. Technology Solutions Unit (TSU), is part of the Capability and Logistics Branch, Infrastructure and Resources Division, Forest, Fire and Regions Group, within DELWP.
TSU creates in-house applications to enable Forest, Fire and Regions Group (FFRG) and its partner agencies to collaborate and manage information for emergency events and risk management. FFM Applications are the primary source of integrated emergency and risk management information.
TSU key responsibilities:
- Deliver fit-for-purpose technology and systems to meet Forest, Fire and Regions and the emergency management sector requirements
- Coordinate the development of new tools across Forests, Fire and Regions Group
- Provide geospatial systems, development, data management and analysis to support Forest, Fire and Regions and the emergency management sector requirements
- Manage radio communications systems to support Forest, Fire and Regions and the broader emergency management sector requirements
- Collaborate with Corporate Services and fire and emergency management agencies in the delivery of communications and information systems.

While we see value in the items on the right, we value the items on the left more.
When you send us an idea, we collect them in what’s known as a backlog – a list of work for prioritisation based on business value. We have one Product Owner per app, who are empowered to make decisions relating to the direction of our applications, and solely accountable for the success of our products.
All suggestions are prioritised based on business value. The Product Owner will contact you to ensure we meet requirements once it reaches the top of the backlog.

Hi there,
I currently sit in FSW District acting as Snr FFM – Emergency and Preparedness. My question is around the District pages on Go Firefighter versus the new Fireweb refresh which has District Pages as well.
* The intent for the FSW was to move a large proportion of our documents to the Go firefighter District Page this year.
– Does the new Fireweb refresh duplicate/make redundant these pages?
– If so, what are timelines?
I suppose I am after some clarity as I have seen no guidance around this and both Pages seem to deliver exactly the same thing.
Hi Simon – fair point – and one we (TSU / the business) likely need to think more on.
In FireWeb Refresh, the District (and Region) pages consist of:
* ‘widgits’ summarising major info – e.g. counts of fires, burns, resources deployed etc. – tailored that District / Region
* another ‘widgits’ strip – letting you control which links to other apps you want – e.g. EM-Drive, EMV site, eMap etc.
* a News section – which you can use for whatever announcements, connections to documents, contacts summaries etc. you want
* a Weather widgit tailored to that location
* a rough draft of FDI info
I suspect there’s some overlap with Go Firefighter (Tarnook?) with respect to which DOCUMENTS get displayed.
i.e. we’d see ALL docs being stored in our systems; with the ability to mark SOME of them for access via Tarnook.
So FireWeb Refresh would let you view the superset; Tarnook would give on-ground firefighters quick access to a subset (operationally useful docs / maps).
Likely need to talk more with Allyn Norman re. minimising duplication between systems – but he’s currently on leave.
